What is an Experienced Service Program?
Experienced Service Programs (ESPs) leverage the expertise of Americans, ages 55+, to support the critical missions of federal agencies. ESPs are authorized by Congress and fit the unique needs of each agency they serve. Agencies that utilize ESPs enter into cooperative agreements with NEW Solutions, which manages the implementation of the ESPs. Funding for ESP management comes from appropriated federal grants dollars. NEW Solutions is proud to serve as the nation’s #1 Experienced Service Program provider.
Roles and Responsibilities
NEW Solutions utilizes proven recruitment strategies tailored to meet an agency’s project-specific needs to ensure that ESP participants bring the right experience and training to each project they support. NEW Solutions handles all administrative functions, including recruitment, onboarding, Human Resources, and payroll. Once a project is complete, the ESP participant’s service period ends.
Federal Agency Partners are responsible for interviewing and selecting their preferred candidate. Once selected, ESP participants are monitored by and receive directions from agency managers. The agency supervises their day-to-day work and responsibilities. NEW Solutions works with agency partners to ensure a seamless process and positive experience for agency leadership and the ESP participants.
Federal Agency Project Support
ESP participants, known as “enrollees,” provide federal agencies with cost-effective and flexible work-gap solutions, offering both short-term and long-term project support. These highly qualified professionals deliver immediate value, ensuring that agencies can meet their goals and quickly address critical needs.
Enrollees come from numerous professional backgrounds, allowing NEW Solutions to match agencies with specialized project support specific to their needs. Areas of support include operational, administrative, professional, technical, and scientific roles.
Enrollees make significant contributions to a wide range of federal initiatives—including environmental conservation, mineral extraction, disaster response, public health, information technology, and infrastructure development.
