This position can be performed remotely in the U.S. NE area. The preferred location of the candidate will be within Pennsylvania or New York for the purposes of traveling to project locations. • The National Park Service (NPS) Experienced Services Program was established to create a unique partnership to help solve the workforce issues facing government agencies. The program connects experienced workers (age 55+) to the National Park Service to provide scientific, technical, operational, and administrative services in support of the NPS mission. • NPS ESP positions are meant to provide temporary, project-based support. This position is currently funded for an estimate of 35 weeks, subject to change based on budget and other factors. • A background security investigation may be required prior to the start date. Location, hours, and hourly pay are noted in this position description. • The experienced workers participating in the Program are referred to as “Enrollees” and are not employees of the NPS or NOWCC. NOWCC is the ESP non-governmental organization responsible for administrative aspects of the program, and the Enrollees work under NPS direction to assist the Agency staff in carrying out the National Park Service’s mission. • NPS ESP Enrollees benefit from the opportunity to keep technical skills current, to access new training opportunities, to engage in gainful project-based positions, and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy and their own financial security.


To provide technical planning and design assistance for Interior Region 1 Rivers, Trails and Conservation Assistance Program projects awarded in FY21 with primary focus on projects in the States of New York and Pennsylvania.

  • The enrollee is a project team member providing technical planning and/or landscape design assistance and coordination on cooperative conservation and outdoor recreation planning projects working with government agencies, non-profit organizations, tribes and community groups. Such as but not limited to: conceptual trail planning, river access, water trail development, park planning/design. 50%
  • The enrollee will assist in organizing and conducting planning/design workshops and events and facilitates meetings both in-person and virtually for audiences with a wide range of subject knowledge and experience. This will include developing and implementing methods for substantively involving the interested public in the planning process, with diverse engagement of community interests. 30%
  • This position will be responsible for preparing written and graphic materials and designs to communicate with public and professional audiences and may include writing, mapping, and graphics. The enrollee will communicate frequently with representatives of public agencies and non-profit organizations in the community and at local, state and national forums. 20%


Minimum of 10 year(s) of experience in community planning and/or landscape architecture, project management and public engagement. OR BA/BS Degree in Planning and Education

  • Knowledge of outdoor recreation or community planning and design with experience at facilitation, partnership development, community outreach and engagement, project planning and management.
  • Experience required with Windows, MS Word, MS Excel, Power Point
  • common work tools for video conferencing, MS TEAMs


  • Overnight travel: May require infrequent overnight travel depending on residence of enrollee
  • Rental cars: Enrollee may choose to use rental car or personal vehicle 1-2 times per month
  • Required Safety Gear: Personal Protection Equipment related to invasive plant and insects, UV and tick protection. Adherence to COVID Prevention and Best Practices.
  • Safety Gear Use: Possibly in field visits.
  • Physical requirements: Enrollee should be able to walk short distances of up to a mile along unimproved surfaces.
