The Fish and Wildlife Service Experienced Services Program was established to create a unique partnership to help solve the workforce issues facing government agencies. The Fish and Wildlife ESP connects experienced workers (age 55+) to the Fish and Wildlife Service to provide scientific, technical, and administrative services in support of the Fish and Wildlife Service priority multiple-use related programs and authorities. The experienced workers participating in the Program are referred to as Enrollee and are not employees of FWS or National Experienced Workforce Solutions (NEW Solutions). NEW Solutions is the ESP Non-governmental organization (NGO) responsible for administrative aspects of the Program, and the Enrollees work under Fish and Wildlife Service direction to assist the Agency staff in carrying out the Fish and Wildlife Service mission. Fish and Wildlife Service ESP Enrollees benefit from the opportunity to keep technical skills current, to access new training opportunities, to engage in gainful project-based positions, and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy and their own financial security. Background security investigation may be required prior to start date. Location, hours and hourly pay are noted in this position description. FWS ESP positions are meant to provide temporary, project-based support. This position is currently funded for approximately 26 weeks at 20 hours per week. (this is subject to change based on budget and other factors). Enrollee must be within commutable distance to the Falls Church VA office. They will need to come into the office several days a week and may work remotely for the remainder of their hours. Details will be negotiated once enrollee is selected. FWS will provide a computer but the enrollee must have internet access and space to perform the necessary work.


FWS Ecological Service Headquarters is looking for an experienced records manager to assist with digital records management for the office. Specifically, the position will finalize an existing draft file plan and create an implementation plan that we can use to achieve our desired digital file structure on the office’s permanent server location in accordance with DOI and FWS records management policy requirements.

  • Finalize the office’s draft file plan and develop an SOP that describes the office’s policy and direction to maintain electronic records. 30%
  • Work with staff and management to transition paper files to digital format, which will include designing and implementing a digital file structure 10%
  • Create an implementation plan to achieve our desired electronic file structure, including training staff and management in using new digital file structure. 30%
  • Assist in moving and renaming current records 20%
  • Develop decision file checklists and other tools to assist staff in proactively managing their federal electronic records. 10%


Minimum of 5 year(s) of experience in Information and Technology Management; Records Management; Library Studies OR BA/BS Degree in Information and Technology Management; Records Management; Library Studies

  • Information and Technology Management; Records Management; Library Studies
  • Preferred Certifications: Institute of Certified Records Managers - Certified Records Manager, NARA records manager training, ARMA information governance professional certification, and/or digital archives certificate.
  • Experience required with Windows, MS Word, MS Excel, MS Access, MS PowerPoint, MS SharePoint, MS Teams, MS Outlook, Adobe


  • Computer access training – could be as many as 6 training courses.
