The USDA is moving forward with enterprise risk management (ERM) as prescribed by OMB Circular A-123 to establish an ERM capability coordinated with the strategic planning and strategic review process established by the Government Performance Results Act (GPRA) Modernization Act, Public Law 111-352 of 2010 and the internal control processes required by the Federal Managers Financial Integrity Act of 1982 (FMFIA). The Research, Education, and Economics (REE) mission area within USDA is taking this lead and seeking a professional with experience in establishment of ERM frameworks across the private or federal sector. The incumbent will work with the federal ERM official located in the Office of the Chief Scientist to collaborate on this multi-agency framework to surface threats and opportunities to the USDA REE science and research agenda in coordination with the strategic plan of the USDA. The incumbent will also assist with development of monitoring mechanisms for the mission area to track success in major programs identified internally or external to the ERM process. • Develops new, or enhances existing ERM procedures for the USDA REE to surface, prioritize, and respond to opportunities or threats to its research and science agenda. Develop risk mitigation strategies. 35%
• Creates documentation and presentations of the developed ERM procedures for use by the four (4) REE Agencies to implement ERM within their constituency. 35%
• Establishes a governance process for ERM officials to track progress in risk mitigation and trigger response. 15%
• Assists with monitoring and controlling progress of the REE Science and Research agenda by assisting with the development of measurement techniques and responding to departmental reporting requirements. 15%

Qualifications:

Minimum of 15 year(s) of experience in Enterprise Risk Management OR MA/MS Degree

• Experience or certification in a globally recognized ERM Framework such as ISO31000, the COSO
• Framework, or equivalent
• Experience required with Windows, Adobe Acrobat, MS applications including Outlook, Teams,
• SharePoint, Word, Excel, and PowerPoint
• Experience required with Windows, MS Word, MS Excel, Power Point
