Monitor and assess ongoing environmental cleanup actions on NPS property for statutory compliance and ensure that cleanup conforms to NPS policies and the General Management Plan Amendment. Oversee the Memorandum of Agreement with DOI, Presidio Trust, and Department of the Army. Provide field oversight of Trust or Army construction projects and interfaces between Trust or Army contractors and personnel, and NPS offices to coordinate projects and resolve issues. Develop environmental documentation for Presidio or Fort Baker properties in support of leasing and reuse programs. Provide technical support to other Presidio projects on environmental and compliance issues.

  • Park Projects Support: Serve as Subject Matter Expert and/or Interdisciplinary Team Member on remediation projects within the Golden Gate National Recreation Area. Serve as Project Manager or Co-Project Manager on park remediation projects. Serve as project monitor to support environmental program Contracting Officer Representatives on Hazardous Material Surveys). 40%
  • CERCLA Support: Conduct Technical Review of Sampling and Analysis Plans. Conduct Technical Review of submittals. Develop Draft Fort Barry Landfill(s) Sampling Analysis Plan and Contracting Documents. Revise and expand Earth Materials Standard Operating Procedure. 30%
  • Lead and Asbestos Program Support: Develop initial SOW for Operations and Maintenance Plan Contract. Develop Scope of Work for building hazmat abatement. Assist park implementation of lead management program. 30%


Minimum of 15 year(s) of experience in environmental site restoration. OR BA/BS Degree in Environmental Science, Civil Engineering

  • Thorough technical knowledge of environmental laws, regulations, and standards and how they are applied by various Federal, state, and local authorities. Knowledge of CERCLA, RCRA, CWA, SDWA, FIFRA, TSCA, CAA, OSHA, and HUD Title X. Knowledge of base closure laws, regulations, and policies and practices and their applicability to site-specific circumstances at the Presidio or Fort Baker.
  • Experience required with Windows, MS Word, MS Excel


  • Required Certifications: OSHA Hazwoper 40 Hour health and safety training; EPA Asbestos Certificates (able to acquire on job)
  • Health and Safety Considerations: review of job hazard analysis
  • Required Safety Gear: protective clothing and breathing devices maybe required for some tasks
  • Safety Gear Use: as needed for field work
  • Physical requirements: Fieldwork will involve walking and stooping in confined spaces. Inspection and checking of crawl spaces, attics, and other limited-access mechanical areas would require crawling to reach poorly-accessible spaces. Exposure to regulated substances may involve wearing protective clothing and breathing devices.
